My family can't come to Japan in the corona

This is an inquiry from a permanent resident of Indian citizens who had just come. Her wife and two children are out of visa due to Corona, so They went back to Japan and stopped doing this. The wife's visa is the "Spouse or Child of Permanent Resident" and the two children are "Long-Term Resident". His older sister graduated from college in England and gave up graduate school for Corona. Younger brother goes to college in India.
Renewing a Japanese visa while attending school isn't really a good thing, but that doesn't matter here. How do you call mothers and children back to Japan?
I have no choice but to call it with a certificate of residence, but my mother's older sister and younger brother are the problems anyway. To be recognized as a "Long Term Resident," you must be undermarried and minor.
Looking back to the past, Their father was originally "technology, humanities, and international work." Therefore, his mother and child's visa was "Dependent" Thereafter, the mother and child returned to India and lost their Japanese visa. However, Their father became a permanent resident, so They came back to Japan again. Their mother's visa is "Spouse or Child of Permanent Resident" and my sister and brother are "Long Term Resident." Why not all three persons were "spouses or child of permanent residents"?
When sister and brother were born, my father was not a permanent resident, so He had to call them by "Long Term Resident" (Public Notice No. 6 (i)).
Although it is a snake foot, the sister is born in Japan, but the "Spouse or child of Permanent Residents" should be born in Japan, unlike the "Spouse or child of Japanese,". If you are born in a foreign country, you have to be called a "long-term resident."
This case is legally impossible, but I would like to try it if I have a formal request. This is because we think that "Long Term Residents" or "Designated Activities" other than those listed in the Notification may be permitted due to unavoidable reasons caused by corona.
さっき来られたインド人の永住者からの相談です。妻と2人の子がコロナのためビザが切れて日本に帰ってこれなくなりました。妻のビザは「永住者の配偶者等」、2人の子は「定住者」です。姉はイギリスで大学を卒業し、コロナのため大学院をあきらめました。弟はインドで大学に通っています。
学校に通いながら日本のビザを更新するというのはあまり好ましいことではないのですが、それはここでは問題としません。要はどうやって母子を日本に再び呼ぶのか。
在留資格認定証明書で呼ぶしかないのですが、母はともかく姉と弟が問題です。「定住者」で認定を得るためには未成年で未婚でなければなりません。
過去を遡れば、もともと父は「技術・人文知識・国際業務」でした。そのため母子のビザは「家族滞在」でした。その後、母子はインドに帰り、日本のビザを失いました。しかし父が永住者となったため、再び日本へ来ました。母のビザは「永住者の配偶者等」、姉と弟は「定住者」です。何故、3人とも「永住者の配偶者等」ではなかったのでしょう。
姉と弟は生まれたとき父が永住者ではなかったため「定住者」(告示六号イ)で呼ぶしかなかったのです。
蛇足ですが、姉は日本生まれなのですが、「永住者の配偶者等」は「日本人の配偶者等」と違い、日本で生まれる必要があります。外国で生まれた場合は「定住者」で呼ぶしかありません。
この案件、法律上、無理なのですが、正式な依頼があればトライしてみようと思います。コロナによるやむを得ない事由を理由に告示外の「定住者」か「特定活動」が認められないかと考えるからです。
